Hornady lists some of the their TAP 5.56 and .308 ammo as "Law Enforcement Only", while the TAP FPD .223 ammo is readily available over the interwebs or at local retailers. Are their any legal ramifications to possessing this ammo when one is not a LEO?

usually the reason they mark it as such is the same reason that other manufacturers label things "not for individual sale".. it usually is not as nicely labeled as the commercial stuff so they label it "for LEO use only" for semantic reasons.. it's not any more or less effective than the commercially available stuff.. Sometimes LE's can get a better deal on less flashy packaging by the pallet load. Think about it, less ink, less printing, same ammo, likely a little less money when ordered by the pallet.

IIRC, ammo for law enforcement is exempt from excise tax. Sometimes it's just marked that way as an advertising gimick.

No, not unless it's armor piercing handgun ammo or some other restricted type(tracers, things like that)
