Has there ever been a challenge to DROS Fees?

If so, can another challenge be made post Heller/MacDonald?

CA-DOJ gets some funding from DROS fees. If what they do is "in the interest of public safety," then they should have to get their funding from the general fund as "public safety" is a universal issue that all taxpayers have a stake in.

Post Heller, DROS fees are like the old Poll Tax used to deny people voting rights in some states.

They seem to be over-funded. As they have too much time on their hands. Recent increases in delayed DROS, as witnessed by the recent threads from people delayed, show a pattern of using unreliable information; and putting the burden on the person to resolve their issue.

There was recently an audit of those fees which brought us a fee reduction.

There was also a bill passed to use DROS fees to enforce illegal gun activity. It may be subjecting DROS fees to an increase. I doubt theses fees would be deemed illegal since it kinda passes the SCOTUS sniff test of fees and regulations not being to burdensome on the core right.
