A Rifle with a bullet button can legally have evil features with no magazine in the magwell.
Lets not get into transporting without a magazine etc. Just that A rifle configured with the bullet button is
a) Legal with no magazine in magwell
Just trying to prove my point to someone on the subject.

It allows you to detach the magazines and leave them out as it takes a tool to insert and detach the magazine.
So your original statement is correct.

The only thing that matters is whether the rifle has "the capacity to accept a detachable magazine." With a BB installed, the rifle does not have this capacity, as it would require a tool to detach the mag. Mag or no mag, doesn't matter. A mag in the well would be useful to demonstrate to a LEO that it is not detachable without a tool however.

Your statement is true. However it is recommended practice to not keep your rifle's magwell open long. Its far simpler to explain how the rifle is SB-23 compliant when the magazine is in.
