I have found a used off roster hand gun that I would like to buy (from out of state) do I need to deal with a single shot conversion, or can I have it just sent to a FFL dealer here and, do the paper work, and wait the 10 days ???

Off roster and out of state = regular transfer and SSE needed.

You would not have to do an SSE if it were a FTF PPT.

True -- but OP scenario is out of state. So, FTF is not available.
