Alright, so I'm gathering info and would like to ask where I can find the info. I've already contacted atf and DOJ ca, but would like input from FFL's who deals with OLL or anyone who may know. I also acknowledge that it is not actual legal advices but, shedding light on the matter would help.

The question is:

1. If a OLL comes into CA from a firearm manufacturer completly built without BB, is it illegal?

2. When does it become illegal? Example: before it enter Ca boarder? as soon as it crosses the Ca boarder? when it reached FFL? when its register under a person? when a person mounts a upper to the OLL w/o a BB?

There are more questions but, these would help gear towards the gathered info I need. Thanks.

1. Perfectly legal.

2. It becomes illegal when you attach a semi-automatic centerfire upper to it without having first installed a bullet button

A fully assembled lower receiver is not a semi-automatic centerfire rifle until you put a semi-automatic centerfire upper on it.

If you put a rimfire, or single shot upper on it, no bullet button is required.

Thanks, I always seem to forget the lower has to mated with a CENTERFIRE upper, not rimfired.

It's been a while since looking at the flow chart. Thabks for the link.
