Yes, because you could, in a fit of anger, beat someone to death with it. That is why we have a cooling off period.

A receiver is legally a firearm. Therefore, all firearm laws apply.

Ya, and make sure you have a proper gun lock before you pick it up, because we don't want anyone to shoot themself or anyone else with a stripped reciever.

Then again, it doesn't take forever to build something off a stripped receiver either. Technically it is a firearm.

I picked up some AR-15 lowers last week and had to buy gun locks for each of them. I think the next time I do it, I'll dutifully open the gun locks, install them on the stripped lowers, and then put the stripped lowers in separate locked containers before putting them in my vehicle, give the camera a big thumbs up, and send the video to ATF.

The lower is the serial numbered part so it is the gun.

Lower, yes......upper, no

Your answer is firearm specific but, you did not clarify that. For many types of firearms, the upper receiver is the legal firearm and the lower is just parts. But, since the OP specifically asked about AK receivers, your answer makes even less sense. AKs only have a receiver not an upper and a lower one.:p

What about flat AK receivers?

There is NO SUCH THING. Either it is a receiver or it is a piece of sheetmetal waiting to be manufactured into a legal receiver.
