For the OLL, there's no avoiding the tax so get one from a local dealer so you won't have to pay tax AND pay the FFL transfer fee + DROS.

stripped off-list lower receiver (OLL) - $100-150 (+8.25-8.75% tax, + $25 DROS)

upper: 14.5" spikes tactical with perm muzzle brake (16" total length), $699.95 shipped (no tax/shipping), sign up to get notified when it's in stock (my wait was only 1 day)
link: Here (http://www.aimsurplus.com/product.aspx?item=XSTU5050R2D&name=Spikes+Tactical+14.5%22+Lightweight+5.56%2f.2 23+DynaComp+BAR-12+Upper+Receiver)

lower parts kit: stag arms, $49.95, no tax, sign up to get notified when it's in stock
link: Here (http://www.aimsurplus.com/product.aspx?item=XSTAGLPK&name=Stag+Arms+Lower+Parts+Kit&groupid=576)

buffer tube kit: DSA, $39.95, no tax
link: Here (http://www.aimsurplus.com/product.aspx?item=XDSABK&name=DSA+Complete+Buffer+Tube+kit&groupid=576)

stock: $49.95 up to $251.95
link: Here (http://www.aimsurplus.com/catalog.aspx?groupid=584&name=Stocks)
*some of the stocks come with a buffer tube kit

sights: $105 and up
link :Here (http://www.aimsurplus.com/catalog.aspx?groupid=582&name=Sights)

So you're looking at ~$190 for the OLL, $699.95 for the upper, $49.95 for the LPK, $49.95 for the stock+buffer tube kit (cheap), $105 for sights.

You could pick a cheaper complete upper to bring it within $1k: Here (http://www.aimsurplus.com/catalog.aspx?groupid=586&name=Upper+Receivers)

The spikes tactical uppers come with a buffer already so if you choose to get one, then get the buffer tube, buffer spring, castle nut, and end plate separately to avoid buying an extra buffer (~$30).

Total is about $1094.85 + any shipping fees. The $1K max contraint makes things a tad bit challenging especially with the whole buying craze that's going on right now. A few months ago would have been easily doable.

You'll have to check with your local gun store/FFL dealer to see if they have a completed lower kit to sell you (if you do not wish to get the stripper lower and then install the LPK yourself). In order to get within your $1K target, you have to figure out the best combination that will allow you to avoid paying the FFL transfer fee on top of the $25 DROS fee that everyone pays (dealers charge anywhere from $30-110 for transfers). Order your parts online, preferably from the same retailer so you can take advantage of combining the shipping.

Good luck with the build!

-just add your own lower receiver - you have to put together the lower parts kit ...but thats about 30 minutes of time

PSA uppers and lower build kits aren't bador get a complete rifle kit. Palmetto State Armory. Just find a local stripped lower. Call around, everyone says they're hard to find right now, but I found several different brands within ez driving distance last week.

I'd look for Palmetto State Armory for the upper since they have hammer forged barrels from machine gun steel and are MPI and HP tested and MPI tested full-auto bolts for around $500 then get whatever the cheapest lower your local gun shop sells and build it from there. They also have rifle kits that start @ $600 and attach it to your lower and you have a complete build for around $800.

If this is your first AR-15 then you might want to get a factory complete rifle so you can have a warranty to lean on but you'd pay a premium and tax etc for it.

Someone should write a script that you can put in a budget on parts and it comes up with options for you.

Ar15's are the mans barbie. You cant ask a question like that. Google will answer any questions you have, but you need to ask yourself some questions first. Do you want 16" 20" or longer (shorter is IMHO pointless in CA) then what distance do you want to shoot, what ammo do you plan to shoot, etc. You will hear everything from Bravo Company to delton. I like PSA, but even once you choose a name you still have to decide on details.

you can just buy a complete delton AR-15 for $800. my friend has one and it never jams and its american made. will shoot any ammo. my brothers LWRC would jam with tool ammo because the metal casing, and bullet sat a bit higher. for target shooting the delton is more then fine, you can spend that extra saved $1400 on ammo to actually use it!

piston system over rated. like i said before for target practice its uncalled for. unless your going to a life or death battle not needed also makes a loud spring noise.

Ya I traded in my Russian made AR and bought an American one.

So your saying the OAL of your steel ammo exceeded SAAMI chamber spec? and that the Delton would feed it?
