I've been looking for an upper for my Spikes Tactical lower. I think the 300 blackout would be great. It takes standard AR mags and bolt. My questions is what is the difference in velocity from a 16" 18" or even 20" barrel? It appears around 2300 fps in a 16", but I was wondering how much accurate is a 20" barrel. I will be shooting out to 100-200 yrds..or should I scrub the idea and just buy a 7.62x39 upper?

.300 AAC Blackout is effective (meaning reasonably accuracy and man-stopping power) out to about 450 yards depending on the load. That being said a 16" barrel will work out perfectly for you seeing as you're not going to be shooting that far at all.
Good luck and happy shooting!
EDIT: CMMG, AAC (the developers of the caliber), Rock River Arms, Wilson Combat, and a few others have ready-to-ship Blackout uppers availible from cheap to crazy expensive. Here's the CMMG one which is nicely priced and decent quality: http://www.ammunitiontogo.com/product_info.php/pName/1-cmmg-300-aac-blackout-16-complete-upper-receiver-wfront-sight/cName/complete-uppers
