I've got another question. If I have a handgun with several hi-capacity mags from when they were still legal, and I decide to get a new gun that uses the same mags, is it legal to use the hi-caps in the new gun?

It seems that it would be but I thought I would pass it to those more knowledgeable in these things, as several big loopholes in the law seem apparent if this is true.

A magazine is a magazine. If the mag fits in the gun then its fine. Example, if you have preban AR-15 mags, you can use them in a SU-16 (this is one of the reasons why the SU-16 is so popular)

Go for it. There is no ban on guns using hicaps, just a ban on new hicap mags themselves.

Many of us bought dozens of hicap mags in 1999 for guns we didn't even own yet.

Well that is good news, and I guess obvious, but I felt I should ask as it will hugely influence what kind of handgun I might get next.

But with a pistol grip and mag lock device, the mag HAS to be 10 rd ? even preban ? because of the pistol grip?

No, because of the fixed magazine. A fixed magazine over 10 rounds is an AW regardless of features.
