Can I change the standard A2 hider to this and be okay here in CA?

If you have a BB, you are GTG with this. I have been looking at the same one, it's nice.

If you have a magazine lock it doesn't matter how many evil features you have. Put as many vertical fore grips on your gun as you'd like, just so long as you can't drop the mag with your finger.

Yes, the FSC pic you posted is ok to own on a non-featureless build.
