Is it legal for a "mobile" HSC instructor to charge a travel/convience fee on top of the $25 maximum HSC fee?

That is an interesting question. The most that can be charged for the HSC is $25, but then again it might be possible for a person who comes to you to charge a fee to get there so that you can do it. The CA DOJ would be the one to ask, but it is quite strange since the concept of a mobile instructor is not mentioned and it is expected to be done at the location of the person.

Sounds like the same thing that notary publics do. $10 max per signature... But no limit on travel fees.
