Not on the CA DOJ "Safe List". Sorry.
This means a CA FFL cannot sell it new to a non-LEO.
Should you find one in state from a private seller (ie a LEO), you may legally purchase it from them via PPT. I am not sure if there are 11+ round mags for the compact storm, but if there are... once again, unless you are an LEO, you may not have they assembled in CA.

No it isn't but the work around for this problem is to have it modified as a single shot model prior to purchase. Your subsequent conversion to its original configuration is perfectly legal. IMO, the additional hassle is well worth it because I think the compact version of the Storm is best of the breed. Roatating barrel, 10 round mag availability, ambidextrous safety and ambidextrous slide release. It doesn't get any better than that.

Hmmmm... and how much extra would it cost to have it modified?

Read this thread and call one of the dealers in your area and ask.

There are many factors that go into the pricing and only the dealer doing the conversion can really tell you what they are going to charge you.

Good luck

That's a good ask. Don't know. Valkyrie Arms in Milpitas (408) 957 0600 has a good reputation for this conversion.
