I was thinking of making a 7.62x39 ar. Before I get bashed let me explain!! I know it would be cheaper/easier to just buy an ak or ak variant but I love the ar platform as I am familiar with it. So my question is would a regular ar stripped upper receiver work? Im looking at some on midwayusa and I don't see a caliber so thats why I'm asking. Below ill post a link for an example. Thanks in advance.

And one more question that I don't want to make a whole new thread for... Whats the laws on a 14.5 inch barrel? Without having the flashhider welded on?

As far as the upper, the bcg, magazine and barrel are the only things that are different. If you are caught with a 14.5" or any barrel under 16" total length on a rifle without it being an LE issued rifle or without a SBR permit would land you in jail! I may be wrong or there may be some kind of loop hole but I don't think a civilian can legally own a 14.5" with out it having a permanently attached (pinned and welded) comp/suppressor making it a legal length or it being registered as a pistol.
