More specifically, are the Ishapore 2A in 7.62x51mm made in the '60s considered C&R? I know that they aren't 50 years old, but they are surplus military rifles so I'm not sure how that works.
If they are considered C&R federally, can they be shipped to me(as an 03 holder) even if they aren't 50 years old taking into account CA law?
Thanks!

Actually they are on the ATF C&R List, so if you were out of state you could buy one and bring it home.

Transfers in CA the 50 year thing still applies.

I thought the 50 year rule was dropped recently?

I think that starts when we have to register the long guns. Don't quote me on that but that's what sticking out of my head. I am sure some of the other lads can tell you the whole deal.

The Ishapores are C & R eligible to include in CA; however being fewer than 50 years old they are not eligible for a dealerless transfer in CA.

Not yet...
If/when AB809 Long Gun reg takes effect in 2014, then the CA 50 year rule goes away, and C&R's in CA will be ALL C&R that ATF classifies as such. Thats the only good thing about 809, but IMO, that's not a good enough reason to let it to take effect either.

"Externally the Ishapore 2A/2A1 rifle was based upon (and is almost identical to) the .303 British calibre SMLE Mk III* rifle, with the exception of the distinctive “square” (10 or 12 round) magazine." -from Wikipedia.
My 2A has the ten round magazine. I bought it at Big 5 back in the 90's.

These were supposed to be 10 round mags. You can fit 12 in if you a) really push and b) don't want it to actually feed well.

Brownells sells the Kommiefornica legal 10 round mags or they used to. I have one for my Ishie but have only used the stock mag for it without any feeding issues.
