I'm 19 and i want to build an AR how does gifting a lower receiver or a gun work?

You really should have just asked this question in your other thread about getting a stripped lower, but anyway...
Your parent or grandparent has to buy the lower receiver for you as a gift. They have to buy it with their own money as a real gift to you. If they buy it for you with your own money then it would be an illegal straw purchase. Both you and the gifting parent or grandparent need to be residents of California.
First, your parent or grandparent goes into a gun store and buys a stripped lower receiver.
They should not mention to the dealer that they are buying the receiver for somebody else because he might get spooked and think it is an illegal straw purchase instead of a legal gift purchase.
After filling out the paperwork and waiting ten days they go back to the gun store and pick up the stripped lower.
They bring it home and give it to you as a gift. You can't pay them for it because then it wouldn't be a gift.
