As I understand it, to purchase a pistol you have to have your HSC and be 21 years of age or older.

As I also understand it, if you are under the age of 21, you can MANUFACTURE your own pistol and it is legal. (1911 60%, AR-15 80%)

So, my question is, if you are under the age of 21 and manufacture your own pistol, do you have to get your HSC?

If in doubt at all, the test is easy, get it and don't worry about it(unless they won't give it to people under 21).

You can still get it if you're under 21.

The HSC is only required for the purchase/loan of a handgun. If you already own a handgun, and are not going to be buying/borrowing another one in the near future, you don't really need a current HSC.

Example: 18 year old Arizona resident handgun owner moves to California. He submits the Personal Handgun Importer form and pays his $19.00 per gun to "register" them. He does not need to get an HSC.

The only "benefit" to having an HSC is it allows you to legally borrow someone else's handgun, or purchase another handgun.

OPs question dealt specifically with under 21 years of age.

CA LTC HSC exemption doesn't apply to under 21 as they can't get one.

There is no statutory age requirement for an LTC in CA.
