I'm a pretty big guy and it can be tough. I have found serveral US Army FLVs that can be made large enough to fit me. I also got a Safariland ELCS that fits me.

I have an FLV. It fits, but there is a pretty big space between the front where it's supposed to zip up. Looks pretty stupid.

Try talking to a taylor, it's not a complicated garment and it might be more expedient than searching and trying things that might work. Find a picture or two of what you want or one you want altered, it would be money well spent.

I would personally recommend HSGI:

I often play armorer/outfitter for my co-workers at my security company. Our biggest guy is 6'4" and about 300 pounds with a 40" waist, 48" chest and an 18" neck. Finding body armor and load bearing vests can be a pain. Here's what we first got him:

But, over armor, they didn't fit...so we had a custom vest made by Beez Combat Systems: http://www.beezcombatsystems.com/main.sc

We made tracings of his armor on wrapping paper, mailed them in, and Beez made him a custom MOLLE armor carrier vest.

Call Beez at Beez Combat Systems. You'll need to have a tailor or somebody measure you before you call them so they'll get an accurate idea of what you need.
