Yes.

Substantially all transfers of firearms in California must use an FFL, and that has been true since 1991.

Should have included that this was a present from my bother in law and no dros was done at that time..how would I transfer this to a new buyer ?

how would I transfer this to a new buyer ?just meet the buyer at the FFL and tell the FFL that you need to do a PPT transfer from you to the buyer.

This exactly. It's water under the bridge at this point. To sell it all the State cares about at this point is that the gun is not stolen and that they buyer isn't prohibited, but that's what the DROS is for.
