Ca. legal lower

My questions pertains to the building of a Ca. legal AR-15. Can you purchase a lower and legally build the AR? I'm under the impression that you can not, as you would fall under the "manufacturing of firearms". Any input would be appreciated.

You are not really manufaucturing a firearm if you get a lower that is not banned by name and build it into a firearm.

You should not sell this firearm however right after you built it since excise tax on a completed firearm was not charged (since the receiver was sold to you bare).

From a CA standpoint as long as you legally configure it it's not an asssault weapon, just an ordinary semiauto rifle.
