How long does this usualy take? I have just recieved a firearm from out of state to my dealer, and the shipper said it took 5 weeks to get approval to send it. If this is true, I can see why no one wants to ship here.

there is an offline method to get a CFLC approval. It might be slower.

For FFLs that do not have Internet access, the Bureau has established a telephone service that allows nationwide FFL shippers to enroll and obtain Firearms Shipment Approval letters via telephone or facsimile prior to shipping firearms to a California FFL. However, the telephone service availability will be limited to Monday through Friday 8:00 a.m. to 5:00 p.m. Pacific Standard Time

I've done tons of these. It's online and takes a whopping 1 minute or so.

You don't even need to print the letter. All you need to do is send along the approval number with the shipment. The letter is just a pretty formal way of doing it.

So I don't see how the offline method would take longer than a couple minutes either because they can just give you the approval number over the phone.

Maybe it took him 5 weeks to get a pen and a post-it?
