I wonder how hard of a build that would be?

There are real questions as to what 80% receivers are.
What you think is 20% left to do vs what ATF thinks may be 2 different things.
At best you've gotten a receiver needing some work.
At mid-worst you've illegally acquired a firearm w/o intervening FFL.
At worst, if you have a parts kit w/some evil parts there's SMG constructive possesion issues.
We have one Calgunner popped already for this, for another SMG type. And he had zero intent to build full-auto and was even preparing to make it SB23 compliant!

+1 to what Bill said. Be very careful in this area. ATF seams to have a sliding scale on what is 80%. I've even been told by the ATF they don't believe in 80% receivers!

The original Thompson is open bolt you would have to reengineer and totally convert to closed bolt Semi spec and have ATF approval BEFORE you make it.
Once a machinegun always a machine gun,etc.,etc.,,
A friggin waste of time.....

If the 80% unit is stamped 'auto ordnance', It's probably an unfinished semi receiver. They did make semi closed-bolt Thompsons, but I'm pretty sure most of an FA parts kit would be discarded.
It's probably a lot cheaper in the end to just go and buy a completed one, and have an out of state dealer pin the mag or de-PG it for you.
