I know right now everybody is staying away from 80% lowers because of legal issue just to be safe. It's still ok to build one from an undrilled/milled casting, correct? And if I make one this way I do not need any markings or serial #s if I keep it and do not sell it?

Would it be legal to melt down or get rid of my OLL say by cutting it up? I've heard of some people coming across unregistered AW and cutting the receiver up and keeping the legal parts. I mean do you have to let the DOJ know that this gun with this serial # will not be around anymore? Do I need to unDROS it? And how much? :D

Could I mill all of the markings off my OLL and make a customized lower? Say I didn't like to look of it and wanted a smooth surface all around or liked to aluminum look rather then the black. Or I was trying to be cool and say I made it myself.:)

In the end it would be the same as the lower I made from a casting.


I don't plan on doing this and will not if it is illiegal in any way.

Thanks for the links. That answers my first question, but my 1st 2 were just to explain where I was coming from for my main Q's below. Couldn't find anything about unbuilding a lower on the ATF site.

You can mill anything off your lower except the serial number.

Actually you can mill the serial number off, if you immediately re-stamp it with the same number. A lot of custom gunsmiths will mill and surface grind old actions to straighten them out and polish them and then re-stamp them.
