Can I directly send an OLL(ie. firearm) to an out of state FFL for them to work on it?
And then for them to be able to directly send it back to me?

I am almost positive the answer is YES in regards to gunsmith with FFL.
I know that if the firearm is being shipped to the manufacturer it can be shipped directly back to you with no FFL needed on your end. I have done this and it is legal.

You can send a gun directly to a FFL or gunsmith and they can send it directly back.

If it's not a listed-by-name AW (and there's even handwaving there for the receiver, but don't push that, that may just be useful as a defense) then it's an ordinary firearm/receiver which can be shipped to an FFL anywhere.
Make sure your gunsmith has a (current, valid) FFL! Get a few numbers from his license from him, and run it thru the BATF E-Z-Chek website.
If you have a reg'd AW, it generally must go thru a CA FFL holding a CA AW permit. However, if it's a Category 3 'by features' AW, it can have sufficient evil features removed to allow it to be shipped as a normal firearm. Upon its return to you, it can be reassembled into its fully-configured AW state.
If you have an unreg'd AW, um, you really shouldn't...
