I posted this letter on the for sale forum for the guy's in the group buy for the 1919A4's. I think in Kalif. your OAL has to be 30" though. Here is the letter. :)

I don't know about 1919 OAL, but a rifle needs a 16" barrel (Fed and State), so no 10". That would be a SBR.

Did you read the letter? It seems that they don't consider it a rifle.

They dont, You just have to keep your required overall lenght.

What if you attach an A6 kit? Still not considered a rifle by BATF?

you can't fire a 1919 from the shoulder, therefore not a rilfe

You cant put a barrel less than 16" on a 1919 with a stock. You are then creating a short barrel rifle do to it havint the stock on it. That guy in the pic probably has a registered FA 1919, I am guesing here. I could be totally wrong. I thought I read something about it on the 1919 forum. The shortest I would go to still have some accuracy I would be 16" to still build up some velocity. Heres a pic of one with a 16" barrel somewhere on this page.
