I have a Rock River Arms LAR-8 that a guy bought from me in California, but I'm in Arizona.

According to everything I see the rifle is illegal there no mater what I do.

He is telling me to separate the upper and lower to make it ok to ship. Is this true?

There is no bullet button and it has a flash hider A2 style.

If the lower is on the ban list it's a no go. Upper is ok to ship directly. The rest, if not on list, to ffl only.

It is not banned by name. Everything is legal on that rifle.

Ship the upper to the buyer's house.

Ship the lower to the buyer's FFL.

The buyer is responsible for assembling the rifle in a manner that is legal per CA law.

+1 ^^^ this is the way to go.... They buyer should verify that their ffl won't freak if a lower is received without a bullet button. They should not freak out, but we have seen this come up here before. A little work ahead of time can eliminate the headache later.
