I'm not sure, correct me if I'm wrong, you can actually ship every parts of any firearms direct to your son via UPS/fedex, except for the lower receiver, the one with the serial number. That one needs to be ship through an FFL/licensed dealer/gun store. Better to just hand the firearms to your son face to face.

Yea you can ship everything but the lower.

Lower with serial is FFL to FFL only.

or you can just bring the rifle to him and hand it to him in person as a gift or vice versa

Not interstate - Feds require an FFL in the state of the receiving person. (Works fine if both are residents of CA.)

Unless California has another weird state statute, NO, a rifle or any long gun can be shipped by a private, meaning NON FFL person to a FFL in another state every day of the week. UPS ground works just fine. I receive them often from non FFL holders from purchases I have made across the country. I send them a copy of my FFL so they can feel more comfy in the shipping process sometimes when they ask.
