Is there a limit to how many handguns can be purchased in 1 year

Not as far as I know. You are restricted to one a month if bought new from a dealer, but Private Party Transfers are exempt from that. As far as yearly purchase it is based on your wallet. :D

Im sure if I am wrong someone will correct me.

Leo's are also exempt for that.
And

If you possess a valid federal Curio Relics Collector's license and a valid California Certificate of Eligibility, you are exempt from the one-handgun-per-30-day restriction.

(PC section 12072(a)(9)(x))

Yes.

It all depends on how many you can afford and how many you can sneak by you other half

THIS..^^^^!

As a serious collector myself I was once told by my (ex) wife....

"Bob...it's either me or the guns..."

.... when I'am at the Range shooting my favorite guns....I miss her sometimes.....;)

my budget now limits me more than the laws do.

+1 on that. I wish I had enough money to get to the legal amount of guns I could purchase in one year.
