Does anyone know if the Rossi lever action pistols are legal in CA?

You can always do a SS exemption.

It is CA legal.

However, since it is not on the CA DOJ approved list for handgun sales, it can only be transfered via LEO sale, out-of-state intra-familial gift, PPT or as a single-shot pistol.

Well that's perfect. My mom lives out of state so I'll be getting a transfer then.

The hardest part of doing an out-of-state intra-familial gift transfer is finding a CA FFL dealer that knows about it and willing to do it.

Since you are in Orange County, contact RifleGear in Fountain Valley. They know how to do it and for a reasonable price.

These are easy for your FFL to single-shot per 12133PC as well:

1.) Dimensionally compliant: no extra barrel or overall lengthing needed.
2.) Put a filler dowel in the bore so it has zero capacity besides chamber.
{The ammo tube is accessed via a screw-down cap, so tooling required to do or undo this.}

but dont you need 2 hands to operate it? might as well just get a rifle
