SIG 551 is banned by name, but the "A1" part might get you by depending on which FFL you ask.

If the reciever is marked (make) SIG (model) SG 551, then it's not legal in CA.

Penal Code 12276
As used in this chapter, "assault weapon" shall mean the following designated semiautomatic firearms:
(a) All of the following specified rifles:
(12) SIG AMT, PE-57, SG 550, and SG 551.

Here's the receiver marking. It looks like they just milled off the original "556" marking and re-marked it. I would say it's off list but that's up to the transfer FFL to decide.

It would be cheaper to buy a SIG556 and install a 551 lower, despite the higher cost, than the $10,000 for a lawyer.... imho (sadly)

Another plus side by going that route is you get a real Swiss stamped steel lower receiver, instead of the cast alloy "lookalike" from Exeter.

Tiger222 and darkest2000 both hit he nail on the head. Colorado gun sales has the real lowers. The holdup will be fashioning a maglock device for it.
5 and 10 round Swiss mags are available, or you could convert 20's to 10, but they are pretty expensive. Eventually, I plan on going the Swiss lower route with my 556. Probably when I move out of state, unless we get the rules overturned sooner.

I saw those Swiss lowers at Colorado Gun Sales, and have wanted one for a while, but they're so expensive... Some day.
