does anyone know what to do, how much the cost is, and how to get an FFL???

I just did a search http://www.calguns.net/calgunforum/search.php?searchid=371056 for "ffl" and "doj" and found quite a few threads already asking these same questions.

There are many types of FFLs. Which one would you like?
FFL-03 is the easiest one. It's for C&R collectors only. No business engagement allowed.
The most regular would be FFL-01 (dealer, pawnshop or gunsmith). You will spend a lot efforts on local zoning and PD requirements. The insurance is expensive, too. If you have a huge fortune and wish to make small fortune, it's the way to go.
There are other types for importers, firearm or ammo manufacturers..... etc.
Check BATFE for FFL types.

A FFL is a MUST issue by BATFE if you are not a prohibited person. Now, as for a State COE and local licenses and pemits, those are AT WILL so you will need to check that out and see if they will let you.
