Am I out of luck living in California, or is there some way I can buy or build a legal semi-auto PKM?

You probably could, but seeing as how it's beltfed, you would need to remove the pistol grip and flash hider. Assuming you did not own any belts before 2000, you would now be limited to 10 round belts.

EDIT: Looks like vltor has been working on this. Not cheap.

I wonder if you could do something funny like make the ammo box remove with a tool. Keep the PG, but you'd only have 10rnd links...

Almost any gun can be made to conform with the SB23 requirements. It is only a question of the work you want to put into it, your budget and if you can live with the neutered look of the finished product.
The parts kits are $1,100 for Romanian (good condition) to $1750 for Hungarian (excellent condition). 80% receivers are available from multiple sources.

With all honesty, I'm a reenactor. One of my impressions is coldwar soviet.
I really really doubt I'd ever shoot real rounds through a PKM if I had one.

I'd much rather shoot blanks!...

Can a rifle such as this be built as a NON-GUN, NOT be able to chamber and shoot a round, yet cycle blanks? 7.62x54R blanks are cheap! :D I'd probably have to have one of those manufactureres make it for me, eh?

if i had the money i would invest in a hungarian kit. i'm pretty sure they will go up in value. the bulgarians have fluted barrels that look really nice.
