Ok. A sound suppressor is illegal or any other sound hindering device correct?

It doesn't say anything about a sound changing device. What if someone designed a device similar to a suppressor but it used the gas to activate a sound making device. Maybe something like a whistle that made a decibel similar to a round going off.

Hell if this is legal then the next time you go to the range all you will here is a bunch of whistles going off. You could even make one sound like a Star Wars Blaster. :D

Stupid I know, but just another way to get around these laws.:p

That's not going to float. The ATF determined that the XM177E2 flash hider was a sound suppressor not because it dampened the sound noticeably, but because it modified the sound signature considerably.

Any attempt at creating a device designed to alter the sound signature or sound level would be felonious....

LaFrance talks about a suppressor like this in an interview in Small Arms Review..
It whistled at a range where humans couldn't hear it..

The XM177E2 supressor does not change the sound level, it changes the pitch.

Ummm... a 3db sound decrease is not a perceptible or noticeable difference without measuring devices.

In other words, you can't tell the difference between 110db or 113db. Or 55db and 58db.

Now what am I going to do with my new muzzle device invention that changes the sound of a rifle shot into a voice that shouts, "TWO WEEKS!" ?

Maybe I'll convert it into a muffler for scooters.

Folks, I believe part of the definition and determination of a sound suppressor revolves around whether or not the suppressor itself actually attaches to the firearm, or not. If the definition were so broad as to include any "device" that would dampen the sound of a firearm, then by definition, an indoor shooting range would be illegal because from the outside, the sound of the firearm is dampened and suppressed.

Therefore, what I have thought about is building a device that does not attach to a firearm, but instead is stationary yet provides the same sound suppressing benefit.

Consider a string of tires, all stacked together, allowing you to see and shoot straight through at your target.

The continuous baffles created by the tires would capture and slow down the expanding gases relative to people standing next to the tires, thereby effectively controlling the firearm's sound - provided you placed your firearm in the tire tunnel while shooting.

The row of tires is not attached to the firearm, nor is it portable enough to really be used as such.

However, if you owned your own land and just wanted to shoot without disturbing your neighbors, this might work.
