Sifting the bill from the rubbish of last year's legislative files, Portantino targets the citizens who exercise their rights in peaceful demonstration against California's capricious and unequal discretionary concealed carry law. Under this system, Californians who apply for concealed carry permits are subject to the political whims of the local sheriff who determines if a citizen has "good cause" to carry a concealed handgun for self-defense. The result is that residents living in largely rural jurisdictions such as Fresno, Riverside or Shasta counties can exercise the right of self-defense while those in metropolitan Los Angeles, San Francisco and San Diego counties are essentially denied this right

The author is unfortunately only partially correct. Even in rural areas like Shasta County, AB 144 presents problems for unlicensed carry in public places- While one may carry a loaded firearm, there is no practical legal means to transition from an unloaded, pistol locked in a secure case, to a loaded holstered one without committing a misdemeanor.
