Has anyone heard about SB 819 and how does that affect the CGF's current actions of requesting the DOJ to reduce the DROS fee due to misappropriation of funds?

I heard about SB 819 this morning for the first time via this SF Chronicle article: http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/06/17/BALM1JV4R2.DTL
She [Attorney General Harris] used a news conference at the California Highway Patrol's Sacramento headquarters to promote SB819, a bill that would expand the use of a $25 registration fee collected by gun dealers to pay for the department's Armed and Prohibited Persons System.

Some info on SB 819 can be found here:

And yes, I did a search and didn't find any other threads on this.

They have the money and will never return it to the people who payed. Harris now wants to use the extra money to cripple the gun owners further. The bill will allow for her to spend the money on other DOJ projects.

Just goes to show you that the gov't never met a tax, even a "temporary" one that it didn't fall in love with and will find every excuse to hold onto. I have a better idea. Why dont the save the state some money, layoff a few folks and just use the national instant background check system like every other state does.

It's not going to increase them. It's just to justify not decreasing them. They need to find more stuff to spend the money on instead of decreasing the fees like they were going to.

I wonder if the money they overcharged is still there?

Maybe they are using it to secure a debt?

This is getting in to the area of taxing a fundamental right. If they want to increase the budget for their Armed and Prohibited Persons System, they can get the money somewhere else.

And state is also being sued by NRA & CRPA over the current fees. If they .leg passes it, I'm seeing a quick filing of an injuction against it.....at least while the case works its way thru the courts.

Just check that little box that says "I am aware that this Thread is rather old but I still want to make a reply."

What do you base your opinion on? Inside information or wild speculation (or something in between)?

If speculation is the name of the game, didn't Jerry make sure that some other stuff didn't get passed? Did he have the same opportunity with this bill?

If he could have killed it but didn't, he might think that it's a few million that he can spend somewhere else and he might sign it if he thinks he can get away with it.

It could be that he is saving this one for a veto because he didn't want to keep killing these the same way or needed to make nice with a legislator hoping it would fail on it's own.

We will see but you can't just blame Jerry for everything before anything has happened.
