Lets say (hypothetically) that this weekend i decided to move permanently to nevada, to celebrate my first day in a new state i buy a handgun. Well the next day i have an inexplicable change of heart and decide to move back to california. Is it true that i can just fill out the form and send it in within 60 days and im cool? i saw no stipulations about any handguns that were off roster but otherwise legal

Seems unlikely - you need state ID to buy in NV, and it seems as if it would take more than one day to get that.
