Get one custom built from one of the major builders with a 28-30" Krieger/Badger/Lilja/Rock barrel in a flat top receiver with a 24-36 power, high quality scope. Besides the upper you also need a trigger that will let you shoot that well also.

I'd recommend:

Competition Specialities

But, there are any number of high quality builders. Expect to pay at least $1500 for the upper receiver assembly with barrel, $200-$300 or so for the trigger and another $700-1000 for the scope. I'd also recommend an adjustable competition stock, weighted to balance the heavier barrel.

And if you're not reloading, you better learn how. The 26"+ barrelled uppers are meant for 80gr and heavier VLD bullets. You'll be using rounds with slower burn rate powders that you wouldn't be using in a regular service rifle upper with bullets that were designed specifically for long range use in a bolt or single loading situation. If you look at the uppers designed by the manufacturers listed by Fjold for long range match rifle high power, the gas ports will be farther down from the chamber to allow for the use of the slower powders necessary for this platform.

Compass Lake has their 26" Kreiger SpaceGun uppers for $1100 and some change.. a LOT of HP shooters I know that shoot the Spacegun uses this company's upper.. I have one and it is fantastic....A couple HighMasters I know can consistanly shoot 1" groups with irons at 200yds with it....(I can average 1 1/2" groups when my eyes are working right)
