What is the difference with the bolt? Some I see are black and some are polished. What does this mean?

For Russian SKS's?
A black bolt means the gun was refurbished by the Russians. Russian SKS's with shiny bolts usually haven't been refurbished and are worth a bit more since they're usually all matching and have the original stock.
There's no difference in function. Refurbished SKS's might actually shoot better than the all "original" ones because they were brought back to like-new condition before being dipped in cosmoline and stored away for WW3.
