So the 2nd will cover soldiers in combat. More and more, the 2nd is being "granted" by Big Bro.

I like how they say the amendment will make no difference.

I see a big difference. To a certain degree it takes the definition of defending oneself out of the hands of those who write the ROE's. It is not at all clear to me that the POTUS or the battlefield commander will get to dumb down the definitions of "fully defend" and "hostile action" to levels consistent with current ROE's.

That doesn't mean guys won't get courts-martialed for violating the ROE's, but it is less likely they'll be convicted.

Seems the 2nd will continue to be parceled out, until we get a once-and-for-all, bow-their-necks-dig-their-heels-in, bite-the-bullet-get-off-the-dime definition of "infringe" from SCOTUS. Some of those prosecutions for violation of ROE are flaky at best, politically-correct driven at worst.
