Just to verify, there is no legal way to build a new CA legal center-fire rifle that is less than 30 inches in its shortest configuration...right?

Unless you use one of those short pistol receiver extensions, it's damn near impossible. You'll be fine.

make it a bolt action with no gas system, or a single shot with a zero round magazine and you can go as low as 26"

Thanks for the ideas. I actually kind of like the sound of that zero round magazine option. I could pull that off by using a bullet button to permanently affix a fully blocked up magazine making it a single shot. Then when I move out of state, eg for my yearly hunting trip, the rifle could be converted back to semi-auto (with the proper tool).

but even with a CAR stock and a 16" barrel, you'd only get to like 28-29" maaaybbbeee....

Unless it's semi-auto, the minimum is only 26".
