Hi there, so i've had my FFL03 for some time now and sadly, due to numerous reasons, I have not had the opportunity to exercise it's benefits.

That being said, my "bound book" is essentially empty but I was curious about whether or not I need to use it for a local FTF transfer ( CA resident to an other CA resident, I am purchaser not seller).

Normally, any CA resident just needs proof of residency and "their word" that the person buying is not legally prohibited.

Since i have an FFL03 - do I need to enter this purchase in my bound book?

Thanks in advance, all the text from the ATF i've read seems to reference store purchases / sales

If you buy or sell C&R firearms they have to be logged in your book if you are a licensed collector.

Even if you sell some acquired prior to your licensing. If they are C&R they must be entered in the book. Show from "Collection" to whoever buys it.

As long as you are licensed, you must enter every C&R you purchase or sell in your bound book. Here are some links that may be helpful.
