For around $120 more you can get a Ruger on sale at Turners. These Phoenix Arms pistols have a history of cracked frames after some use. If you wish to deal with that I understand the company fixes them but then you are without the pistol for a while. Won't happen to a Rugger. Just my $.02. Buy once and don't have to worry as the Ruger is a proven performer.

A friend of mine had one a decade or so ago, POS. We had to super glue the safety back on after it fell off lol. The frame cracked as well.

I don't know if their quality control is any better now but I had a bad experience.

Get a ruger.

I bought an HP22 about a year and a half ago, I've put around 650 rounds through it, some high velocity, some standard velocity ( around 1000+/- fps) with no cracking or other major problems. I have had a few feeding problems, so I polished the feed ramp with a Dremel tool, but haven't tried it out yet after the polishing job. Mouseguns.com has a lot of good helpful info on this pistol and lots of other small guns.

FYI, they are made of zinc, not steel.
