I'm going to be turning 21 in a couple of weeks and am wondering if I could go buy a lower a week before then and then pick it up when I'm 21... Or the day after I'm 21 and actually pay for or pick it up then... Since technically then I will be 21 before receiving the lower.

Or if you have to be 21 to even start the process and paper work at all...

You must be 21 at the time of purchase, so my FFL friend says.

You can start the paperwork as soon as you can legally purchase that case of booze you've always wanted to buy.

DUDE, what's the rush? is there a fire sale on lowers? waiting for a couple of weeks won't kill you... wait until 12 midnight then buy.

Buying is different from DROS'ing. You must be 21 at the time of purchase, so my FFL friend says.

So I could start the paper work and start the background process but can not buy it until after I'm 21?? Just being clear

And the rush is I hate those dam 10 days and I might be picking up a hand gun as well and I want to get them already :D

I'm inpatient if you can't tell.

You can't dros a firearm without buying it can you? Thought you had to buy it, then dros so serial numbers match, etc....

Go in on your 21st birthday and do it. Then go have a few drinks and try to not think about the 10 days.

A lot of places are going to the new 4473 computer terminal. You fill out the ATF 4473 electronically yourself and transmit it to the ATF and the sales counter sees the transmission. In a few minutes they get an answer back on you.

So No, you must be 21 at the time the "send" button is pressed.

As has been stated many times in the past, you must be 21 to buy.

So close dude! Hang in there, you'll have that OLL in your hands in no time. While you wait, start planning out your build. If you already have it planned, start buying, so as soon as you have the lower in your hands you can assemble it and then hit the range the same day.

Im stuck between using my old parts from my original GI set up or to run another tacticool mid length this time... :D so many choices so little time/money.

Why cant you buy a lower when you are 18? I am almost 30 so it never mattered to me but I am curious. It is a long gun part so wouldn't it be 18? You can buy a complete ar so why not a lower?

A stripped lower/complete lower with out an upper attached must be 21... A complete rifle can be 18...

Due to it being possible to turn the lower into a pistol... So that making it be required to be 21...

From my understanding.....
