Dealers buy the blank serialized HSCs from the DOJ for $150/10 and "sell" them for $25 each, usually.

$25 is the most that can legally be charged. A dealer can always charge less. I don't know of anyplace that charges an amount other than $25.

That is what I have always paid for mine.

Some charge an additional dollar for the card to be laminated.
That is what DOJ says we're suppose to charge.

That's the usual charge, but many dealers will give you the $25 "discount" if you purchase a firearm from them when you take the test.
$15 is the cost of the test. The additional $10 is the maximum fee that the DOJ allows to be charged by those who administer the test.
This might be slightly off track, but is there any place near Berkeley where the HSC can be taken? I don't want to go all the way down to Fremont to take it at Irvington Arms since I don't live in Fremont anymore. I have heard there was a cranky old guy at that store in El Cerrito, so I don't want to go there.
