so a friend who lives out of state passes away and leaves you his pistol collection- (off list and < 50 yrs old). Any provisions to allow the cali resident to own these legallly? or do they have to be sold/kept outside of the state?

Is the pistol collection left to you in a will? Typically, inheritance is exempt from going through an FFL transfer.
You would receive the guns from the executor, then Vol Reg any handguns.
I'm not certain that off-roster guns not from an interfamilial transfer are still exempt from the roster, but since they don't go through an FFL, it seems that they could be.

Actually inheritance uses the OPLAW form, and yes, the Roster does not apply.
