10 rounds if you have a bullet button. Go featureless and use the 30's.

You CANNOT use magazines with a capacity greater than 10 in a fixed mag rifle, to do so is manufacturing an assault weapon.

You CAN use high caps in a rifle that doesn't trip the AW-by-features law.
I.e. No pistol grip, no flash hider, no folding stock, etc.

If you build one "featureless" you can use pre-ban magazines. If you use a mag-lock/bullet button, you can only use 10 rounders.

No need for a bullet button if you negate or mmg the pistol grip. As long as you use a fixed stock and no flash hider, youre perfectly legal.

Flash hider and folding stock I can live without. But I've seen those AK variants without the pistol grip, and they seem less than user friendly as well as rather ugly.

Saiga with a bullet guide should work for you.

if you use the 30 rounders do you also have to worry about 922r?

If the rifle already has evil features, it is already 922(r) compliant.
A sporting rifle such as the Saiga will have issues.
