I understand that I may convert my TC Encore with a pistol frame into a rifle; however, may I do so with shotgun barrel as long as it is more than 18" and overall length is 27" to comply with CA law regarding the manufacture of a short-barreled shotgun?

I was told by an FFL that it would be illegal for me to assemble a TC Encore pistol frame with a shotgun barrel. Although I highly respect my FFL and I am lucky to have the pleasure to do business with him, I believe I have found that statement to be false or at least misguided.

I have looked through the following penal codes and I couldn't find anything that would bar me using a shotgun barrel on my pistol receiver or cause concern:
1. PENAL CODE SECTION 12020-12040
2. FISH AND GAME CODE SECTION 2000-2019
3. PENAL CODE SECTION 12095-12099
4. PENAL CODE SECTION 12275-12278
5. PENAL CODE SECTION 12000-12003
6. PENAL CODE SECTION 12600-12601
7. PENAL CODE SECTION 12320-12325
8. PENAL CODE SECTION 12301-12316
9. FISH AND GAME CODE SECTION 4180-4190

A different view or a confirmation of the above stated assumptions would be greatly appreciated.

Just as an FYI, I'm considering a 12ga. smoothbore/vented 24" barrel

I'm unclear as to if your planning a shotgun stock (if available) for the encore or retaining the pistol grip. Pistol frame with a shotgun barrel is legal as long as the barrel is at least 18" and the completed shotgun meets the overall length requirment...federal law states 26"; thought the prk was the same but i could be mistaken;)
