So the budget for my upper is about $700... The criteria is; 16" mid length gas system, 1/7 twist, low pro gas block with 10"-12" free float quad rail and price must include bcg.

The two Im looking at now are spikes 16" mid length system with their 12" BAR rail and it will run me about $700.

other option is a RRA setup with wilson barrel and 10" MRF rail from PK arms and will run me just under $700

Im up for other options as long as they are about the $700 or less range AND I dont have to wait 4-6weeks for it.

BCM ,no looking back.

In your price range, this would be the one I'd consider.

Although, now that I think about it, these are close to your price range also:

Loki Weapons Systems (http://www.lokiweaponsystems.com/products/complete-forged-upper/)

or

Noveske 16" Light Recce, BASIC (http://noveskerifleworks.com/cgi-bin/imcart/display.cgi?item_id=lrb-556&cat=138&page=1&search=&since=&status=)

that loki looks nice but the noveske is way out of my price range by the time its where I need it to be since it would need a new handguard and gas block, not to mention I dont want to disassemble anything. Looking to order something and just pin it on.

Why not get something like a BCM without the quad rail and get the rail system after you have more money. I just ordered a BCM BFH 16" mid-length upper, 1/7 twist, BCG, and charging handle for $650. Great upper you'll be happy with, then get a rail system in the future.

It's going to be my coyote gun that I already have xtm rails, bipod, and nikon AR scope for. I just to order a upper and slap it together and move on to another rifle. I don't intend to make it a work in progress rifle.
