If I want to take my black powder pistols to the range, is it legal to load the cylinders the night before and take them to the range that way? it would sure save some time.

As long as you keep the primer cap off them you are good to go.

Actually, I also have a Q about BP. What are the laws about giving them to minors? My younger brother (he is 15), wants a black powder rifle (he is working on his riflery stuff for the Boy Scouts) for his birthday/xmas. Would I have to do the 'long term loan' thing to him untill he is 18, or what?
