The linked article describes California's program for disarming people who may have legally had firearms but who may have subsequently had a mental episode or an arrest which disqualifies them from possessing firearms.


The article mentions that the law when passed was endorsed by the NRA. Implementation has been slow, the state's bureau is understaffed, and few police departments check the prohibited list with regularity, if ever.

Here is a place where an existing, positive, regulation should be fully implemented at state and local levels before more restrictive laws can be seriously considered. As others have said here before, there are already good laws on books which should keep guns out of the hands of bad guys who shouldn't have them.

The list had 18,374 names on it as of the beginning of this month — 15 to 20 are added a day — swamping law enforcement’s ability to keep up. Some police departments admitted that they had not even tried.
