I had an out of state store say that ammo with plastic bullets is not allowed in california--or rather that they couldn't sell plastic ammo to california because of california law. Is this true? If so what is the theory behind the law? which law?

That'd be a new one on me. Haven't ever heard of a ban on plastic bullets.

If you get shot with a plastic bullet it does not show up on a scan - so California banned it.
The military cannot use plastic bullets either or bombs that use plastic shrapnel.

Are you talking about that NATEC Polymer-Cased Ammunition (PCA)? That is not banned.
No. I was talking to a store and they said they had some .223 with plastic bullets. They said i was for training use and what not. I would not have been interested except for the novelty of it and it was also around 13cents a round. Anyway, I suppose the law makes enough sense. Good thing the store knew that it was not legal cause I sure as heck didnt.
